A first Namsan visit becomes easier once you separate three things: reaching the hill, riding the cable car and entering the paid observatory. You can enjoy the outdoor tower plaza without buying an observatory ticket.

From the airport, step by step
① ICN all-stop AREX to Seoul Station. ② Line 4 toward Myeongdong. ③ Exit 3, walk uphill beside the Pacific Hotel toward the cable-car station. ④ Take the cable car, then follow the signed steps to the tower plaza.
The last walk
The tower operator estimates 10–15 minutes from Myeongdong Exit 3 to the lower cable-car station. It is an uphill walk, followed by queues and some steps; allow extra time with luggage.
Transport choices and money
Adult cable car: ₩15,000 return / ₩12,000 one way. Adult observatory: ₩29,000, separate. Both return cable car and observatory: ₩44,000 before airport transport.
Rail option: follow the all-stop AREX route below. Allow about 1½–2 hours from ICN, including transfers and the walk; this is a planning estimate. For a seated alternative, AREX Express to Seoul Station costs ₩13,000 one way, then buy a separate metro journey: adult transit-card base ₩1,550, with distance additions. Express does not stop at Hongik Univ. or Gongdeok. An official International Taxi sedan from ICN to Seoul has a zone fare of ₩70,000–95,000; confirm your exact destination and inclusions at the airport desk. A city taxi fare starting at ₩4,800 is only the meter minimum, never the whole airport trip.
Make the visit your own
Check visibility before buying the observatory ticket: clouds can erase the skyline. Ordinary taxis cannot simply drop you at the tower summit, so confirm a legal lower drop-off. Strong wind can suspend the cable car; a return ticket does not remove the need to check the final service.
Decide which part of the view you want
The journey up Namsan and the tower observatory are separate experiences. A first visit can focus on the outdoor plaza and mountain setting, while someone wanting the enclosed elevated view can add observatory admission. Likewise, the cable car is a transport choice rather than a ticket to every attraction at the top. Make those decisions before adding prices together. At the summit, pause to identify the river and different clusters of buildings instead of only taking a photograph beside the tower. After sunset, the return journey deserves as much planning as the ascent: follow the current operating information for your chosen descent and allow time to reach the station below. Comfortable shoes remain useful even if most of the climb is by transport.

Steps remain
Public visitor review summary
I loved the city panorama, but many steps still remained after the cable-car ride.
A little closer to Korea.
